The Business Challenge

During October 2006, the Land Registry of Northern Ireland, www.lrni.gov.uk , LRNI commissioned Elemental Creative Ltd to review their current web-user interface.

The project required an independent assessment of the effectiveness of the LRNI website to analyse how effective the website was, both as a communication channel and a commercial service.

LRNI was well aware of the obvious shortcomings of the existing site and felt that a review should address the less-obvious or hidden issues within the current website.

The Business Solution

Elemental Creative Ltd carried out a usability report, a series of user task studies and an accessibility audit of the LRNI website.  Within these services -

Elemental Creative examined:

• Each page against the usability scripts developed in-house, based on the usability testing principles and codes of Internet practice set out by Jakob Nielsen and Jared Spool.

Elemental Creative performed:

• User Testing Studies with 4 experienced users of the system and 4 novice users.

Elemental Creative Ltd manually tested the LRNI website against the following standards to identify barriers to access:

• W3C / WCAG / WAI Web Content Accessibility Guidelines
• RNIB See it Right Accessible Website Guidelines
• 1995 Disabilities Discrimination Act UK
• automated tools such as Web Xact and Bobby

Project Deliverables

The deliverables from this project were as follows:

• Review of current provision against future requirements;
• Rigorous assessment of performance of the site in comparison to its peers in terms of accessibility
• Completion of in-depth expert evaluation of LRNI website in plain language, presenting findings & recommendations including –

• Web usability and accessibility evaluation;
• Recommendations to enhance website performance utilising; industry standards and best practice;
• Clear guidance on short, medium and long term achievable objectives for implementation;
• Creation of guidelines documentation
